Shri G.S.Mishra was born on the 10th of Oct 1957 in a small village called Mura, 33 Kms from Raipur in the State of Chattisgarh, India. Mr. Mishra, son of a rebelious Police Inspector, Shri. Lakhan Lal Mishra, is a proud heir to the legacy of Nationalism and sacrifice, who in response to Gandhiji's call for denouncing the crown, resigned from his post on 15th Dec 1945.

Shri G.S.Mishra did his schooling and Graduation from Raipur and was awarded with the "Meghraj Begani Gold Medal" for top scoring in Philosophy in his final year of graduation. He did his M.A in Psychology in 1978 and L.L.B in 1981 after which he joined the State Civil Services in the same year.

Mr. Mishra during his tenure as Upper Collector and CEO, Raipur was in charge of an eleven day camp for the eradication of blindness in which the number of operations for cataract touched an astonishing figure of 5037. It was the largest camp against cataract and was the most historic achievement from the point of view of eradication of blindness in the country. He received the "Yudhvirsingh" award for his tree plantation campaign in 1999.

He also organised Family Planning Programmes while working as S.D.O in Bemetara, Dist. Durg. He got 7258 L.T.T. operations performed and surpassed the subdivisional target of 4469 by 162%. He organised the largest camp of the country in Sambalpur at Navagarh block in which 1400 L.T.T operations were performed in 24 hrs. It is a record in implemetation of family welfare programs in India.
